MUSCAT, December 18, 2025 — India and Oman today officially signed a Comprehensive Economic Partnership Agreement (CEPA), marking a transformative milestone in their bilateral relations. The agreement was executed in Muscat in the presence of Prime Minister Narendra Modi and Sultan Haitham bin Tarik, following the successful conclusion of negotiations that began in late 2023.

This landmark pact—Oman’s first such agreement in nearly two decades—is designed to eliminate or significantly reduce customs duties on over 90% of traded goods. Key Indian sectors, including textiles, automobiles, gems and jewelry, and electronics, are set to benefit from enhanced market access. Conversely, India will gain more competitive access to Omani energy resources and fertilizers.

Beyond merchandise, the CEPA focuses on:

  • Services: Easing norms for professionals like healthcare workers and engineers.

  • Strategic Investment: Strengthening ties in green hydrogen and food security.

  • Regional Gateway: Positioning Oman as a hub for Indian exports to the wider GCC and African markets.

Prime Minister Modi hailed the deal as a “blueprint for a shared future,” expected to push bilateral trade well beyond the current $10.6 billion mark.
